The Plan was agreed by the presidents of Belarus and Ukraine at a meeting in April 2010.Before signing the document, Vladimir Semashko and Andrei Klyuyev held private talks and then took part in expanded negotiations at a joint session of governmental delegations. Vladimir Semashko said that the adopted document is a roadmap, which will be the basis for all-round cooperation between the two countries in the years to come. Some provisions of the Plan (deliveries of Venezuelan oil to Belarus via Ukrainian seaports) have already been implemented. Other projects will require a year or two. Andrei Klyuyev, in turn, stressed that the document will help settle the mass of complicated issues between Belarus and Ukraine that remained unsolved over the last 18 years, primarily the problem of contra-settlements and state border between Belarus and Ukraine.
