Belarus may invite Lithuanian experts to take part in NPP construction project

Belarus is considering a possibility of involving Lithuanian specialists in the construction of the nuclear power plant, Deputy Energy Minister of Belarus Mikhail Mikhadyuk told a press conference dedicated to the Atomexpo-Belarus 2011 international specialized exhibition and conference, BelTA has learned.

When asked whether it is possible to involve Lithuanian specialists in the Belarusian NPP construction in connection with the shutdown of the Ignalina nuclear power plant, Mikhail Mikhadyuk said: “We will soon start working on an NPP construction management directorate and we welcome qualified specialists to work with us.” All this will be carried out in compliance with the Belarusian legislation.

When commenting on the favorable reviews of the Belarusian EIA report, Mikhail Mikhadyuk said that the country has chosen a specific type of NPP, which has made it possible to make accurate calculations as to the environmental impact.

Director of the Nuclear Energy Department of Belarus Nikolai Grusha said that in 2008 four universities were defined as the leading educational establishments to prepare specialists for the Belarusian NPP. Around 120 students have already signed up to the courses. Special attention is given to the training of teaching staff. The universities have also employed Belarusian specialists in nuclear energy. Nikolai Grusha stressed that the leading institute to train specialists for the Belarusian NPP is the Sosny United Energy and Nuclear Research Institute of the National Academy of Sciences of Belarus.

Moreover, within the framework of the IAEA technical assistance the preparation of Belarusian specialists at various IAEA courses may be prolonged. “There is an agreement with the State Atomic Energy Corporation Rosatom that our specialists will get professional training at Russian nuclear centers. In particular, it applies to operating personnel,” Nikolai Grusha said.

Vyacheslav Kuvshinov, Director General of the NASB United Energy and Nuclear Research Institute Sosny, said that the institute is responsible for the training of the NPP managing personnel. “Soon we will establish an educational center which will be equipped with a supercomputer. It has been installed already and operates in the testing mode,” he said.

There is also a class to prepare specialists in physical protection and a laboratory.

“Comprehensive measures include the preparation of IT specialists who will estimate energy security. The European Union has provided a special grant for this kind of training,” Vyacheslav Kuvshinov said. He also mentioned that there are educational programs for Belarusian specialists in the Western centers. In 2010 about 20 specialists were trained there.
