No customs duties in Russia on cars imported to Belarus in 2010

The cars which were imported to Belarus before 1 January 2010 may travel to Russia duty-free, Deputy Chairman of the State Customs Committee (SCC) of Belarus Sergei Poluden told reporters on 7 July, BelTA has learned.

“The vehicles which were brought to Belarus and registered here before 1 January 2010 can travel to the Russian Federation duty-free. No extra customs fees will be levied,” Sergei Poluden noted. This is stipulated in the transitional provisions of the agreement on the movement of goods for personal use by individuals across the customs border of the Customs Union and the related customs clearance procedures (Article 17). All Customs Union member states are to comply with this international agreement. Sergei Poluden said that Belarus’ SCC has received confirmation from the Federal Customs Service of Russia that they will strictly abide by the norms of this agreement.

Other regulations apply to the cars which were imported to Belarus in the period from 1 January 2010 to 30 June 2011. “As for this category of automobiles, extra customs duties will be levied as they go to Russia,” Sergei Poluden said. Additional payments can be made both in Belarus and in Russia.

Duty-fee movement of this category of goods will be allowed after 1 January 2013. This rule is included in the agreement on the movement of goods for personal use by individuals across the customs border of the Customs Union.
